Even if the applicant primarily complains of the lack of effective investigation into the alleged ill-treatment rather than the absence of a reasonable preventive mechanisms in the circumstances concerned, the Court notes the lack of sufficient coordination among the investigators, the prosecution and the detention institutions to prevent possible ill-treatment of detainees who, owing to cooperation in disclosure of criminal offences, have become particularly vulnerable and prone to violence in prison.
